It is the link between the National Secretariat and the 41 Electricity Unions from Argentina, enabling a fluid communication and joint work. In addition to issuing open letters and press releases, this Department edits "CONTACTO" magazine, which for four decades has been the Workers' Movement characteristic means of stating its position in defense of the national interests. To encourage joint participation and activism, the Department organizes different events related to culture and sports, especially the "Oscar Smith Argentine Championship". The Social and Union Training Institute "Adalberto Wimer" and a comprehensive program of technical education channeled through FUNDALUZ XXI also report to this Department.
