Since the 40s, The Electricity Workers' Union has always defended and promoted
an electro-energy policy which would be at the service of economic development
and national sovereignty. Once the period characterized by negotiations of large
international trusts was overcome, FATLyF firmly supported the promotion and national
integration role placed by the Water and Electric Power Company (Empresa Agua y Energía
Eléctrica), set up by President Perón to take energy and irrigation to the remotest places
of the country. During the 90s, not agreeing with the out-and-out deregulation philosophy,
the Energy Policy Department committed itself to a successful change process, given that a
fast and sustainable economic growth without a modern and efficient energy infrastructure
is not possible. Anyway, and considering the incompetent and short-term management of some
large private consortia, FATLyF supports the creation and consolidation of ENARSA Company,
since it allows the recovery of the state electricity sector.

ENERGY INTEGRATION
We are undergoing particularly critical circumstances in the Argentine
electricity sector. The energy demand exceeds current structural conditions.
While measures aimed at overcoming the most critical moments have been taken,
the crisis threat has not disappeared. It is necessary to reconsider the electricity
sector in the medium and long term. The crisis is not only local but also regional,
particularly Brasil and Uruguay; thus, there must be a regional solution, exploiting the
advantages of each country and exchanging the resources accordingly. In spite of the complexity
of the energy policy problems and of the difficulties for the integration among countries,
it is clear that this regional integration, mainly focused on electricity and gas services,
attracts every country. There are many examples of energy crisis undergone by Brazil, having
to import energy from Argentina and Uruguay, and also there are some that hit these latest
countries which had to turn to Brazil to overcome their own circumstantial energy impossibility
of covering the increasing demand. The strong dependency of our country on Bolivia to import
gas in order to overcome the crisis is another well-known example of the need for regional
integration. This integration entails a planning of the maximum use of the energy resources
and of the necessary electric interconnection and gas transportation works. In that context,
the reconsideration of the energy matrix which is highly dependent on fossil fuel,
particularly on gas, must not be put off. We have to promote the whole use of atomic
energy and reintroduce the development of local and regional hydroenergy resources
by means of a joint exploitation. Moreover, the strengthening of the development
of non-conventional energy sources (aeolian, solar, biomasa and hydrogen energy)
must not be put off. This approach to the current situation is permanently stated
by our organization in every forum in which it takes part, both in state organisms
and the private sector related to this issue. Finally, it is clear that there are
various national interests that must be taken into account in this process
of regional integration. However, the benefits to be achieved due to the high
level of common interests exceed the national ones.
